I think that is "old" decision. K.Ito had a good jumps 9-11.01 in Japan. Tochomoto was better 22-24.01, Junishiro had terrible december so I think that team was nominated befor WC. In my opinion the biggest problem is lack flexibility. Correction team before Almaty is't a big problem...

Thanks for answer. I saw that Minato had not bad ski jumping results few weeks ago so I don't understand his absence. He will be not worse than Go Yamamaoto.
